IT came and went, then promptly vanished from the radar screen. One more historical footnote in Winnipeg's periodic efforts to "find itself" and reverse its relentless slide down the rankings of Canadian cities, Sam Katz's city summit showcased a few good ideas. But the causes of our relative decline lie beyond the scope of city government.
The summit created an expensive cameo for Katz, but ignored the reality that the mayor has limited power. Merely the lead cheerleader, he can do little to restructure government. The hammer for reform lies in the legislature, the only vehicle for a comprehensive rewrite of the City of Winnipeg Act. Katz chose a cozy, "by invitation only" format -- a mistake in an extraordinarily tribal community with hierarchies of "ins" and "outs," where political c...

The premise of the feebate program is to provide rebates on vehicles with the best fuel economy (and therefore less greenhouse-gas emissions) and charge a fee on those with poor fuel economy. The scale is progressive, with a $2,000 rebate if the car is rated at 5.5 L/100 km or better. Vehicles between 5.6 and 6.0 L receive a $1,500 rebate while those between 6.1 and 6.5 litres get a $1,000 rebate.
There are no rebates or fees for vehicles rated between 6.6 litres and 12.9 litres, but above that, charges apply, increasing to $4,000 if your car gets 16 L/100 km or worse. Trucks have their own scale, with progressive rebates below 8.3 L/100km and fees for those above 13 L/100 km. While this initially looks like a good program, I see several flaws. First of all, larger vehicles will be t...

As much as taxation lobby groups like to point out the Canadian government's cut from a litre of gas, Ottawa doesn't have its hand in the cookie jar nearly as much as people believe, she said. In fact, when looking at the price of fuel before taxes, Canada, at 79.1 cents, isn't too far away from the high end, trailing Italy (91.5 cents), Japan (90.9 cents), Spain (87.2 cents) and Germany (83.6 cents).
The distances in Europe are much shorter, too, so you don't need a big vehicle because you're not going as far," he said.
"There are two sides to the equation. There's the supply side, which consumers can't influence, and the demand side, which they can. In spite of prices pushing higher every year, we're buying more," she said.
