China has experienced pressing energy shortages in recent years, and Beijing has intensified its efforts to secure China's energy supply through both increased domestic production and external expansion. In this paper, I first analyze China's global quest for energy by looking at the correlation between China's economic growth and its energy security concerns. I then examine the implications of China's "go-out" strategy through two sets of case studies. I argue that China's global search for energy is primarily driven by its rapid economic growth, out of insecurity rather than a master plan to dominate the world, and that China's energy security issues have multiple implications beyond simple economic concerns. This paper provides an overview of environmental policies and their effectiveness in China. Analysis is made with respect to the performance during the 10th five-year plan (2001-2005) and the new environmental targets for the 11th five-year plan (2006-2010). With the establishment of a comprehensive system of policies for environmental protection, China has succeeded in reducing the rate of environmental deterioration as compared to the growth of the economy.
