The Harper government claims that it is keen to develop a strong policy towards Latin America. Yet it is a flawed approach, supporting US policy at a time when it is at its lowest point in decades, while ignoring both a clear leftward swing of elected Latin American governments in the last five years and the significant importance of Cuba in the region. This paper examines the Harper government's approach to Cuba. Following some general comments on the evolution of Canadian policy towards revolutionary Cuba, it examines some of the errors in the Harper approach, suggests an explanation for the approach employed, and makes suggestions about policies that Ottawa should consider to improve relations. Such expressions as "weak" or "fragile" states are absent from Brazil's President Lula da Silva's domestic and diplomatic rhetoric. Instead, according to official statements of Lula's government, lawlessness, insurgency, transnational crime and terrorism, which are widely linked to state failure, are blamed on deep social causes that inflict social injustice and poverty to large portions of the world population. This article explains this proclivity of Lula's foreign policy as a result of colliding agendas prevailing inside Lula's party, and his governing coalition. China has experienced pressing energy shortages in recent years, and Beijing has intensified its efforts to secure China's energy supply through both increased domestic production and external expansion. In this paper, I first analyze China's global quest for energy by looking at the correlation between China's economic growth and its energy security concerns. I then examine the implications of China's "go-out" strategy through two sets of case studies.
