1Back in the early days, all of our viewers watched our station over the air for free through the rabbit ears on their television or the antenna on their roof. There were only three stations in total for Manitoba viewers to choose from and all of the costs for the station's programs and activities in the community were paid for by selling advertising -- with enough left over to provide a profit for the station owners.

At recent licence renewal hearings, CTV and Global opened their books to the CRTC in a first ever in-camera session for private broadcasters. Both CTV and Global demonstrated to the CRTC that local stations are forecast to lose money for the foreseeable future. There has been a structural shift, decades in the making, in the way television stations are delivered to viewers and with the resulting fragmentation of television advertising revenue. Where once advertising revenue was shared by only a handful of local stations and could support all of those station's activities, today it is divided by dozens of stations and networks distributed by cable and satellite companies.
