Dave McLeod, NCI's chief executive officer, told commissioners that the country music format employed by the NCI network's current province-wide FM signal was not attractive to urban aboriginals aged 18-30.

"They are still without a voice," McLeod said. "They want pop, rock and hip-hop."

NCI, a non-profit organization, was applying for a licence to broadcast on 104.7 FM, the frequency occupied by the CJNU Nostalgia Radio Co-operative, which has been on the air since 2006 with the permission of Industry Canada under a CRTC exemption for low-power signals.
