Their opponents say they are gutting plans to build a national child-care strategy. The Tories have given notice they will cut the $5-billion Liberal plan of child-care funding to the provinces by next March.Benchmarking for timely treatment for cancer, diagnostic imaging, heart, joint replacements and cataracts was already underway as part of a 10-year funding plan Paul Martin reached with the provinces in September 2004.
