Currently, only a bare majority of CWB directors (8 of 15) support the selling agency's monopoly or 'single desk,' as proponents call it. That could change with five of 10 farmer director seats up for grabs this fall. (The federal government, which wants to end the wheat board's monopoly, names five directors to the CWB board.)
[Rolf Penner] -- Operates a grain and hog farm near Morris. Opposes the wheat board's sales monopoly, says he thinks a "voluntary" wheat board can operate effectively in an open market. He's the Manitoba vice-president of the Western Canadian Wheat Growers Association and has served as a fellow with the Frontier Centre for Public Policy. He's 41 years old.[Bill Toews] -- He's the incumbent, having served on the CWB board since 2004. Operates a grain farm at Kane. Supports the wheat board's monopoly. Believes CWB single's desk gives Prairie farmers a significant marketing advantage.
