The audit, which will take at least 18 months, makes [Carol Bellringer]'s office the second major watchdog to raise red flags about Hydro's $18-billion building plan, its major power sales to the U.S., its drought forecasting and the amount a financial mistake might cost homeowners.

The PUB said Hydro might be overestimating how much Minnesota and Wisconsin will pay for Manitoba's power. That could spell trouble since Hydro is about to embark on an $18-billion dam-building boom based partly on export revenue projections.

It's also worried about a drought, which occurs about once every 15 years. With global warming, a drought could last for several years -- something Hydro hasn't properly planned for, the PUB has said.
