Le nouveau mouvement d'indicateurs communautaires prospere en Amerique du Nord et donne lieu des rapports dont le but est de refleter les valeurs et les caracteristiques d'une communaute. Cependant, on remarque que les rapports d'indicateurs communautaires n'atteignent pas ce but. Cette etude presente 18 elements qui font en sorte que le processus d'elaboration des indicateurs communautaires diverge de son objectif et aboutit la creation d'indicateurs de qualite inferieure, soit du fait de leur conception ou par defaut. La recherche, presentee ici, est basee sur l'experience d'auteurs de 30 rapports portant sur 24 communautes au Canada, durant la periode de 1993 a 2001. L'auteur de cet article a lui-meme participe, durant une periode de deux ans, I' elaboration d'un rapport d'indicateurs. Mots-cles: Indicateurs Communautaires. Abstract The new community indicator movement is thriving in North America and producing indicator reports that are meant to reflect a community's values and character. However, there is some evidence that community indicator reports are not achieving this goal. This study presents 18 ways in which the community indicator development process may depart from the ideal and result in the creation of second-best indicators, either by design or by default. The research is based on the experience of the authors of 30 community reports from 24 communities in Canada, spanning the period 1993 to 2001, and this author's participation in one indicator reporting exercise over a two-year period. Key words: Community Indicators. Introduction The new community indicator movement is a phenomenon of the 1990s that is continuing to thrive in the new century. According to Redefining Progress, a non-profit public policy and research organization based in San Francisco, over 200 community indicator projects were launched in the United States during the 1990s (2001).
