Conservation Minister Stan Struthers called the buyouts "voluntary," but made it clear the cottagers' leases would not be renewed, the government's buyout offer was not on the table indefinitely and that leases could be cut short.

Struthers said he sympathized with people who have seen their homes get trashed by ice and flood waters. "This can't be easy for anybody," he said.

"The province, I can see, is trying to make it an attractive package, especially if they're going with appraised pre-flood value," he said.
