Nevertheless, with hardly any reflection at all but with considerable cries of bubble, bubble, toil and trouble, the three opposition parties have agreed that 360 hours is precisely the number for EI eligibility across the country. The Conservatives say this is too expensive for a country in recession, particularly since it was Liberal governments that created this EI scheme and spent an EI fund surplus of $57 billion. There is no cushion left.

Today, the NDP will introduce an EI bill in the House of Commons setting a 360-day limit. Since it is a private member's money bill, the government is not obliged to be instructed by it, and Mr. [Jack Layton] says he will not join a Liberal-BQ attempt to defeat the government over the issue.
