In the case of cameras in public, the Winnipeg Police Service has just completed a one-year, $460,000 pilot project on the effectiveness of deploying 10 cameras in high-crime areas of the city's downtown. The operating costs for the first year -- maintenance, staff, offices, equipment -- were about $270,000, but it's unclear if that would be the annual operating cost if the program was adopted as a permanent tool in the city's crime-fighting inventory.
