"After not being able to cross the bridge there, then he returned to 59 highway," said [Chris Ballard]. The man then continued until he came to the PTH Red River Floodway bridge, where Ballard said East St. Paul police had erected a roadblock -- but the chase still wasn't over.

"He tried to get out and he met with a cottonwood tree," said [Pat Law], who commended officers for apprehending a suspect soon thereafter. "It was a huge tree and he T-boned it."

"There was probably another seven police vehicles at least that came up the street on either side pretty quickly," she said, adding the damage to her property was limited. "We were smart enough not to get that close."
