Manitoba's child-poverty rate dipped in 2004 to its lowest level in 15 years, but anti-poverty activists aren't celebrating.
Manitoba as a whole had the fourth-highest poverty rate among the provinces. British Columbia, Newfoundland and Saskatchewan were first, second and third, respectively.
