The Sierra Club says U.S. cities, many smaller than Winnipeg, are pursuing strategies that are "already saving taxpayer dollars and improving public health by reducing energy waste and pollution.Austin, Texas, with a population similar to Winnipeg's, has developed a Green Builder program to provide information for homeowners, renters and builders to help construct more energy efficient and environmentally sound dwellings. For their central business district, it has established minimal requirements for energy efficiency.
