Summary
Originally, Ada was going to act as developer that would acquire the land, develop the site and lease it to the college. Corbett Cibinel would design the complex and Akman would build it. J.J. Barnicke would be involved in negotiating the purchase or lease of lands near the campus. The Doer government changed the proposal, stating the government would own the complex and it only wanted a proposal to design and build it.
