[...] even if Manitoba's internal economy remains relatively "immune" from the slowdown that surrounds us, we will still feel the pinch if Ottawa runs into financial trouble - not to mention the "have" provinces that pay into the federal equalization program - and the transfer payments start to dry up. [...] while there's little governments can ultimately do when the private sector starts to seriously collapse, we can't help but wonder if Manitoba would have been in a better situation to deal with its economic challenges had the provincial government taken steps to prepare for a possible downturn while times were good.
