Very likely it is because, for all its presumed merits, coercing a small minority of car owners into having immobilizers installed in their vehicles is an abuse of power that properly offends many Manitobans. Mr. [Dave Chomiak], who should explain why this program that he deems so meritorious was not part of his party's re-election campaign last month, seeks to disguise the heavy hand that he wields. He claims he is merely moving in lockstep with the federal Conservative government to make immobilizers mandatory. But that simply isn't so.
