It may well be that Mr. [David Asper]'s plan is the most sensible and the least harmful to downtown Winnipeg, but that's not the point. Mr. Doer should have established an independent process to seek and evaluate proposals for a new stadium, instead of leaving it in the hands of the Bombers board. A wider process could have issued guidelines for proponents, like the one issued this week by Mr. [Gary Doer]. The redevelopment proposals involve the entire community and every taxpayer, so a broader means of achieving a consensus was paramount to ensure public confidence.
