It's time to recognize, however, that building a stronger downtown is in everyone's self-interest, regardless of their income bracket. Ottawa also has a role to play. Renovating old heritage buildings easily fits into Ottawa's green infrastructure programs at a time when the feds are looking for ways to stimulate the weakening economy. The federal government also has a duty to the Exchange District, which it too often forgets is a national historic district.
At the same time, no one should expect revitalization to occur within a span of a few years. It's an ongoing, never-ending process and one that has preoccupied some cities for the past 25 years. The endeavour will be more difficult, however, if there isn't a firm plan and commitment, both of which are lacking at the moment.Editorial: Downtown Needs Plan
