Summary
The Governor General, of course, could do as Mr. Harper desires. Suspending Parliament -- proroguing it -- has been allowed by governors general in the past, but always toward the end of a government's mandate. That does not mean she cannot set a precedent in this case by granting a suspension at the beginning. The same holds true for the request the opposition will make that it be allowed to form a coalition government of Liberals and New Democrats supported by the separatist Bloc Quebecois.
