Summary
The park and its properties must remain in public hands. City council, representing the public interest, should have the ultimate stamp over the direction of the park's development, and provide core funding for its operations and maintenance. That does not mean the city should be the park's biggest financial supporter. In fact, the success of a new governing body that takes over the park's restoration, daily business and planning will be seen in its ability to catch the interest of private investors, volunteers and endowments and bequests. None of that can happen if the currently disjointed interests at work in the park now are not united.
