Had Mr. [Hassan Raza] actually been accused of crimes committed before he came to Canada -- war crimes, terror -- the prospects for a longer stay in Canada might look better. Refugee applicants accused of such crimes have had extraordinary success in staying in Canada for years, often for more than a decade. They include Leon Mugesera, accused of genocide in Rwanda, and alleged Egyptian terrorist Mahmoud Jaballah ,whose deportation was authorized by the Federal Court of Canada, although the court's ruling that he could not be sent back to Egypt may effectively give him tenure in Canada.
