Summary


Mr. [Hugh McFadyen] did little at all to stoke the crowd at the breakfast held by the Manitoba Chambers of Commerce. In the absence of charisma, people there were clearly expecting to hear Mr. McFadyen has a government in waiting, backed by a plan to address those things the Tory leader said stalled Manitoba in its have-not status -- a record level of dependency on federal transfers, high taxes, dearth of private investment. How will he fix those things that flow from a lack of prosperity: crumbling highways, shortages of health-care professionals, chronic migration of young and educated Manitobans? What Mr. McFadyen did was dwell upon what he characterized as Manitoba's golden years, when former Tory premiers ruled.
