Green rebates for fuel-efficient cars will please some people, taxes on inefficient cars will anger others, but together they don't amount to that many Canadians. Bigger transfers to provinces fulfil a promise to fix the "fiscal imbalance," but it guarantees nothing down the road. In fact, the way the Quebec provincial election is playing itself out, it doesn't even guarantee anything in the present -- polls show that once Quebec voters got even the promise of more money, they felt free to dance with any suitor, not just "the one that brung them," as Canada's last Conservative prime minister was fond of saying.
