Summary
Every president at the end of his second term, however, is a lame duck. It would have been presumptuous of Mr. [George W. Bush] to attempt to saddle his successor with a legislative legacy and his own legacy is dubious at best. In fact, Mr. Bush's only claim to legacy lies in foreign policy. He deserves credit for his African AIDS efforts, free trade intiatives and recognizing the need for a war on terror, if not for the way in which it was prosecuted. The centrepiece, however, is the war in Iraq, an issue which has riven America and driven Mr. Bush's popularity rating down to 32 per cent.
