China's chilly tone is in marked contrast to its increasingly friendly relations with nations in Africa and Asia. Beijing appears to have discovered that you attract more flies with honey than with vinegar and that massive programs of aid and assistance bordering on outright bribery can win a lot of friends and influence a lot of people. Billions of dollars in aid are flowing to capital cities -- Khartoum in Sudan and Jakarta in Indonesia -- in return for access to those nations' resources and their governments' support on the international scene.
