That Mr. [HARRY Lazarenko] forgot or chose not to mention the historical context for the parlous state of Canada's native communities put some people on edge, but it should not obscure the salient point in his message. Winnipeg has seen crime waves before, but the level of violence today foreshadows a nasty summer exacting a higher toll on bystanders. City politicians and police leaders are grasping for ways to prevent more senseless deaths. Mr. Lazarenko said native leaders, the likes of Mr. [Morris Shannacappo], should be a part of that discussion.
