"The level of teaching staff overall is the same," Steve Power, director of the schools finance branch, said Wednesday. "The way students are leaving enrolment is not in neat, tidy bundles.

The student numbers drop by one or two per grade, per school, per year, so schools can't just have a wholesale reduction in teachers, Power said. Meanwhile, there is huge growth in places such as Winkler and Steinbach. "They have to bring on teachers," he said.

"Students identified as having emotional and behaviourial difficulties are increasing," as are children with autism spectrum disorder, [Joanna Blais] said.
