Indian and Northern Affairs Canada is using an outdated and inappropriate funding formula for child welfare services for children on reserves that doesn't take into account how many kids need help or what services they should get, Auditor General Sheila Fraser said Tuesday.

Fraser said given the number of children impacted by these services --¬ 8,300 on-reserve kids were in care as of March 2007 --¬ this is an issue that should be "addressed as soon as possible." An estimated five per cent of on-reserve kids are in foster are -- eight times the proportion of kids living off-reserve.

The audit also criticized INAC for covering the soaring costs for kids in foster care by taking money from other INAC programs like on-reserve housing. That, said Fraser, has contributed to the rapid decline in housing on reserves.
