An engineer's report estimated the cost of a similar system for Grand Forks at US$900 million and Washington just wasn't going for spending that kind of money for so few people.
"The people here are very proud of how they've come back," said Morgan Dunn, who is originally from Regina but moved to Grand Forks after the flood. Her father is originally from Grand Forks and she has many cousins here."I have one friend who talks about the flood all the time and how people conquered it," she said.
