The Tories' plan for Manitoba Hydro leaves me with the impression that they believe electricity rates are a cash cow. The current rates for electric heat and a mid-efficiency gas furnace show that electricity heating costs are higher. The Tories want to maximize the return on investment (read substantial increase in electricity rates) and any rate hikes would be offset by tax decreases.
