The point raised by our competitors at Mercers is a valid one. There is risk in setting up any health and welfare trust plan. The CRA maintains that the expenses must be "reasonable," but herein lies the problem: There has never been a table published or a reference source defining "reasonable," nor has it ever been set out in an interpretation bulletin. Therefore, we are dealing with a moving target.
