"It's the biggest single driver," Swan said.

Manitoba's newest immigrants came from over 140 countries and landed in over 120 communities. Most came from the Philippines (2,745), followed by Germany (1,798), and India (1,234). Filipinos have become the top immigrants over the last eight years.

"We're focusing on training homegrown Manitobans and allowing international immigrants to enrich us," he said.
