"If you wait until you're at an impasse, it's already too late," said Dr. Janice Mulder, executive director of Hospice and Palliative Care Manitoba. She said she also fears the proposal would set up a power struggle between physicians and patients and their families, with doctors getting all the power in the event of an impasse.

"We're talking about a process to ensure patients have some input," said Pope. "We're saying if you're talking about withholding life support you must contact the family."

The proposal notes the current laws in Manitoba detailing who has authority to make life-support decisions are "ambiguous." Pope said doctors currently have the ability to decide to withdraw treatment but there is nothing that outlines how they should go about making that decision or what communication with families must take place.
