Sgt. Don Moore, who headed up the break-in investigation, said he couldn't comment on the matter, but confirmed he's prepared a report on it for acting police chief Menno Zacharias and other senior officers.

Most of the property owners didn't report the break-ins and thefts because the low value of the missing items didn't make it worth paying the high cost of their insurance deductibles.

"This is a busy place," he said. "We're asking people to call again if they can't get through.
