Whereas, pursuant to subsection 11(3) of the Motor Vehicle Safety Act , a copy of the proposed Regulations Amending the Motor Vehicle Safety Regulations (Motorcycle Brake Systems), substantially in the form set out in the annexed Regulations, was published in the Canada Gazette, Part I, on January 20, 2001, and a reasonable opportunity was thereby afforded to interested persons to make representations to the Minister of Transpsort with respect to the proposed Regulations;
