"Every day the issue of identity theft affects or threatens more Canadian families and businesses,"Justice Minister Rob Nicholson told a news conference Wednesday. "Identity theft is costly to banks, to retailers and consumers alike."

Identity theft means using someone else's personal information, usually for the purpose of financial gain. Identity theft and fraud can occur in numerous ways, such as "skimming," in which a store clerk copies a customer's bank or credit card by running it through a hidden, illegal machine, enabling the data to be downloaded onto a fraudulent card.
