The team and similar ones like it across Canada were created by the RCMP following the March 3, 2005 slayings of constables Leo Johnston, Peter Schiemann, Brock Myrol and Anthony Gordon at a farm property near Mayerthorpe, Alta.

[Chris Ballard] said it's standard procedure now that in situations where police are not certain of the threat and firearms are involved, the police contain the scene until it's declared safe.

Some police forces have recently been trained to employ a tactic called "active aggressor," in which they rush after a lone gunman if many people are endangered. This came partly in response to high-profile incidents such as the Dawson College shooting in Montreal on Sept. 13, 2006, and the Columbine High School massacre on April 20, 1999 at Littleton, Colo.
