Coun. Dan Vandal (St. Boniface) said the proposal is a surrendering of city council's responsibility, adding that councillors were elected to look after the park and zoo, not to give it to an outside group.

"There is nothing that (private) group can do that we can't do ourselves," [Vandal] said. "This is an abdication of public responsibility."
