"The market in western Canada is strong for skilled labour," said [Herb Jaques]. "They can go anywhere and many of them have left. Tolko is having trouble keeping and retaining people."

Although Tolko Industries in The Pas laid off two-thirds of its employees for the last two weeks because of the economic hurts affecting demands for forestry products, Jaques said the mill is still operating and he fears that might mean The Pas won't get a dime from the fund.
