In other words, the system holds drunk drivers accountable for their behaviour, while reducing accountability for violent offenders. "Your honour, my client was drunk at the time," is a plea heard frequently in the country's courts.

It's partly because of that philosophy that five killers are free on the street, while two more soon will be. They all pleaded guilty recently in one of the most horrendous slayings in the city's history, but received minimal sentences because of evidence they were drunk at the time.

Quentin Young, whom the Crown described as the most culpable, received a mere 24 months in jail in addition to 18 months in pre-trial custody. In the court's mind, Young's sentence adds up to a total of five years because the time he spent in jail awaiting sentencing counts as double time.
