"It's something that's difficult to control when you've got people moving in and out," [John Snezyk] said. "People purchase used furniture, used clothing and all of that transfers and there's a potential for bringing in these kinds of issues.

"It's critical," he said. "The health and safety of the tenants is a priority."

"He can't visit us, he can't visit friends, he can't go see his doctor, he can't go see his social worker. And this shouldn't be happening," [Shirley Muir] said. "I would rather see him in jail, getting fed, and in a clean place."
