Attorney General Dave Chomiak said under proposed changes to the province's police act, the advisory board will be replaced with a board that provides actual civilian oversight, which could include the power to hire a police chief, set policy and budgets and even oversee civilian complaints of officer misconduct.

"I expect we'll land on something that Winnipeg will like," Chomiak said.

"We're asking everyone to put a little bit of wine in their water," Chomiak said. "I think we can get the right police act. I think we'll have significant buy-in from all of the participants."
