"Canada's clean air act will set in place the powers that the federal government will need to act on air pollution and greenhouse gases from a federal level," she told the committee. "It will also give us increased powers on reporting, enforcement, auditing and monitoring which is key to making sure that we can show progress to Canadians on this important issue."

"Do you realize that your attitude is not only causing you to lose the confidence of the House of Commons, but you're also losing the confidence of Quebecers and Canadians?" asked Bloc Quebecois environment critic Bernard Bigras, after handing [Rona Ambrose] a petition signed by 80,000 Canadians calling on the government to respect Kyoto.

Although the government had promised a "made-in-Canada plan" to clean up the environment, Ambrose is now offering to deliver a "new approach." But she refused to specify whether her government favoured emission reduction targets on heavy polluters as opposed to emission intensity targets which could allow greenhouse gases to rise when the economy grows. She said further consultations with industry, along with the provinces and territories would be required beforehand.
