Though American officials said they were confident that this unauthorized incursion into U.S. airspace never presented a terrorist threat - even though the state capitol building in Madison, Wis., was briefly evacuated as the Cessna's flight path took it right over the city - the fact that an aircraft could have been so easily stolen still remains troubling to us.
