In February, [Alf Warkentin] said spring runoff would be "quite manageable" as long as the region avoided snowstorms in early March. Forecasters thought the spring flood would be an inconvenience and not cause widespread property damage. However, a blizzard dropped 12 centimetres of snow on Grand Forks and 25 centimetres in the Fargo-Moorhead area last week.
"We have to understand how conditions have changed in the basin," said Steve Topping, Water Stewardship's operational and regulatory director.
