"It's a Winnipeg landmark, and I wanted to kind of install that into the downtown area," said owner Kyriakos Vogiatzakis of the River Rouge, which he bought earlier this year.

"I was just disgusted actually, with the whole thing," said the resident, who asked not to be named. "I had more faith in our city people."

The riverboat will aim for "a mature crowd," limiting access to those 21 or older on Friday, Saturday and Sunday nights. Vogiatzakis said he's not worried about a potential human rights appeal because of the decision, and would fight any appeal in court.
