Summary
Ever since his economic statement last fall, which largely overshadowed the throne speech his government delivered at the same time, the finance minister has been promising that Manitoba's books will be balanced come 2009-10. Both the premier and finance minister have already suggested that, to them, a "balanced" budget doesn't mean one in which the government's operating revenues are equal to or in excess of its operating expenses.
