Prime Minister Stephen Harper took a thinly veiled swipe at Russian President Vladimir Putin last night, as he criticized "self-serving" energy policies. He also declared Canada an "energy superpower" because of its vast oil, gas and uranium reserves.

"And let's be clear," Harper added, "we are a stable, reliable producer in a volatile unpredictable world."

Harper's speech evoked Winston Churchill, trumpeting the historic bonds between Canada and Britain that were formed in bad times "sometimes in the flames of war; when Britain has bled, Canada has bled."
